dogs do not have sweat glands so they release heat via their mouths.the only part of their body that sweat is there paws but even it is unnoticeable

yes this is possible due to evaporation .our body temperature comes down in evaporation . dogs pant by keeping their tongue outside , the saliva on the tongue evaporates by heat thus dogs feel cool
