Why do farmers in northern India grow legumes as fodder in one season and wheat in next season

This is because the farmers are practicing crop rotation, a farming method that ensures sustainability of the soil and resultant high yields.
The crop rotation ensures that the soil nutrients utilized by the legumes in the season they are planted are given time to re-accumulate when the wheat plants are grown on the field. The same occurs when the wheat is planted.
The other crucial reason why the Northern Indian farmers carry out this practice, is the fact that legumes are used as a means of fixing nitrogen in the soil. During the season when the legumes are in the field, they fix atmospheric nitrogen into the soil by the help of bacteria species known as rhizobium. 
This rotation thus helps maintain the supply of nitrogen nutrients in the soil.
