Because Hens take care of their eggs so they ensure the safety of their young ones and on the other side fishes lay 1000 nd's of eggs but don't take care of them....so for the sake of survival they Fishes have evolved in such a way that they can lay 1000 nd's of eggs...so at least some of them survive! and on the other side hens are not evolved to lay 1000s eggs so they lay 2/3 eggs and take well care of them

Though these animals lay hundreds of eggs and release millions of sperms, all the eggs do not get fertilized and develop into new individuals. This is because the eggs and sperms get exposed to water movement, wind and rainfall. Also, there are other animals in the pond which may feed on eggs. Thus, production of large number of eggs and sperms is necessary to ensure fertilization of at least a few of them.
