If a fish is trapped in shallow water, it is unable to move to catch food or to escape predators, or it may not even be able to get enough water through its gills to survive

As the surface of water is shallow, it is in direct contact with the sunlight. So temp of the water rises and dec the solubility of O2 in it (Henry's law). This is why fishes cannot survive due to less amnt of O2 in water.
