Gas does not have a fixed volume and shape because of existing properties of it's molecules.
The molecular arrangement is in a loose way is designed in such a way that it results in the gas to not have fixed shape and volume. Secondly the kinetic energy of molecules in gas is very high due to which there is no definite shape and volume. Thirdly the intermolecular space is large and intermolecular force of attraction is less.
