Why do gases have neither a fixed shape nor a fixed volume?

because they are fluids and fluids have neither a fixed volume and nor a fixed shape.

The gases donot have fixed shape as well as fixed volume because the molecules of gases have very less inter-molecular forces between them , so the molecules of gases are free to move in surroundings and also they can't be compressed due to less inter-molecular force .
