because they are liquid and gases mixed in air

THE INTER-MOLECULAR DISTANCE BETWEEN GASES IS VERY LARGE COMPARED TO THAT OF LIQUID AND SOLIDS. THEY ARE LOOSELY PACKED. THUS, GASES HAVE NEITHER A FIXED SHAPE NOR A FIXED VOLUME.
