Why do government provide public facilities for the public?

Democracy is for the people ,by the people so in a democratic country it's important to provide public facilities !

2 ..If govt. does not provide public facilities in elections it will lose power and will be dropped out of power .

3 Their will be riots in society against govt .and it will cause bloodshed and mass killing.So to prevent these things it is necessary to provide public facilities.
