Answer:

The government function at different levels like on central , state and local so their can be effective functioning of powers.

  • And these all levels having different powers and different areas to work upon so the conflicts which used to arise can be stoped .
  • Earlier only 2 levels were present in Indian constitution but now their are 3 levels as local govt. is also added because the load on state govt. was increased .
  • So it is also their to remove the overload of work on particular govt.
  • And also to make a close relation with the people .
