Why do graphite conducts electricity and how the carbon atoms are stable if they are bounded to only 3 carbon atoms??

Graphite can conduct electricity because of the delocalised (free) electrons in its structure. These arise because each carbon atom is only bonded to 3 other carbon atoms. If they are bounded to 3 carbons then it does not mean that they are unstable, they are also stable but less as compared to other compounds containing 4 bonds.
