why do helium, neon and Argon have a 0 valancey

Helium,Neon and Argon have 0 valency because their outermost shells is fully filled(i.e. complete).

Hence, they r also known as noble gas,inert gas.

valency is nothing but the sharing of outermost electrons hence helium,neon and argon are having fully filled or stable configuration they dont meant to form molecules and it needs high energy to form bond so they are said to be having zero valency
