why do hoarding have holes in them

hoarding have holes in them so that during harsh winds they do not get torn as the wind will blow through the holes.

Holes are made is hanging banner and hoarding in order to tackle the air pressure the air get passed through these holes made on the hoarding of banner and thus reduce the pressure of air on them therefore the hoarding do not get blown away or turned due to air pressure
