I think it should be cold water not just water.
Ice cream has more latent heat of fusion as compared to ice cold water. As ice (ice cubes) requires latent heat to melt, similarly latent heat is taken (absorbed) by ice cream and ice cold water by our mouth.

ice cream is a solid state whereas water is a liquid state . In the same temperature , water takes very faster and therefore appears warm whereas Ice cream ,since it is a solid it uses the temperature to change its state . Therefore ice cream appears cooler. Hope it will help u......
