This is because, that the icecream have less density than water and the less density is due to the cage space formed between the ""four H2O molecules"" due to formation of hydrogen bond

OR.

In other words, the number of hydrogen bond is more in ice creams than water so that the increased number of hydrogen bond decreases the density of the ice cream and increases its volume.
