why do ink does not flow out from the refill even it has hole at the bottom

because viscosity of ink is greater as compared to other liquids amd secondly there is no pressure difference that can cause flow

There is no air inside the refill to push the ink out and air cannot enter
Because of an airtight seal and greater air pressure outside.
