The aluminum is a radiant barrier, acting to prevent infrared radiation from entering the bag. For that purpose, it doesn’t matter if the aluminum is on the inside or the outside of the bag, because the plastic material of the bag is pretty much transparent in the infrared.

Most aluminized bags have the aluminum sandwiched between two layers of plastic film. In addition to protecting the aluminum from scratches, as David A. Smith mentions, having two different kinds of plastic on the inside vs. the outside allows you to optimize the performance of the bag. A typical construction would be to have VMPET (vacuum metalized polyethylene terephthalate) on the outside, which provides a strong, tear-resistant outer bag with its metal film facing inwards, and polyethylene on the inside, which allows the bags to be easily heat-sealed.
