First.

Members of the Legislative Assemblies are elected by the people. In politics there is great honour and power in being elected thus.

Members of the Legislative Council are nominated from amongst artists, scientists, failed politicians etc. Some are elected in specialised constituencies as Swagat Nukala mentions in comments. Read discussions here How does the member of a state legislative council get elected?

Second.

The Legislative Assembly can make laws on its own and govern a State in India. They don't need the Legislative Council at all. After all only seven States in India have a Legislatuve Council and the rest are doing fine.

The Legislative council is like the Rajya Sabha. Useful, somewhat important but not essential.
