Meristematic tissues lack vacuoles  they divide frequently.  These cells need dense cytoplasm and thin cell walls and vacuoles show the hindrance in the cell division.

Vacuoles are storage bubbles found in cells.But,Meristematic cells are rapidly dividing cells found on the tips,roots and shoots of a plant. During the process of growing they use all their food to provide energy for cell growth and division. Hence, they do not have extra food to store and that's why they lack vacuoles.
