bcz the tail is a genetic expression of trait...so cutting the tail will not affect the genes which is responsible for the formation of tail..

According to the theory of Lamarck, this is because the generations acquire the inherited signs from their ancestors and not the ones that took place on the mice's body in an artificial manner after it was born.
The mice's originality had a tail that was passed on to its generations and not the artificial removal.
