Why do moving charges create a magnetic field?

A charged particle moving without acceleration produces an electric as well as a magnetic field. It produces an electric field because it's a chargeparticle. But when it is at rest, it doesn't produce a magnetic field. All of a sudden when it starts moving, it starts producing a magnetic field

this phenomena is based in the special theory of realitivity these is just based on the frame of reference in which you are seeing it so these happens like this when apply charge to a body it's electron gains speed so in the frame of reference of an proton it become smaller and more in number and becomes an negatively or positively charged atom and and suppose that was a steel or aluminum metal or any material which Conduct's electricity so as it was an steel and as we bring iron near it so it will magnetically attract it
