Why do nerve cell other cells form when all the genes in cells are same?

All cell have same gene absollutlly right. but according to their functions .,locality, specific genes are only active to make them type of cell.... what they are. like in liver cell one type of Gene active to form liver tissue, they can't be same as that like pancreatic cell.
