Non- metals act as an oxidizing agent because non-metals have a tendency to gain electrons and get reduced. They tend to accept electrons i.e. undergo reduction and hence are the oxidising agents.

Answer:

"Non-metals act as oxidizing agent because they tend to accept electrons i.e. reduction. The substance which itself gets reduced by causing oxidation of others is an oxidising agent, e.g., nonmetals. On the other hand, the substance which itself gets oxidised(by losing electrons) helping others in reduction, is reducing agent, e.g., metals.
