Northeast Monsoons cause no rainfall in most parts of India because they blow from the land to the sea. The lack of moisture in them is the reason for no rainfall.  

In general a monsoon is known as seasonal shift in the direction of the wind.

There are two types of monsoon in India, Northeast Monsoon and the Southwest monsoon. The Southwest monsoon blows from the sea to the land and a very important monsoon that brings heavy rains to India.
