You can tie a rope to it and hang it like a pendulum. Then, the upward force will be provided by the rope. Since both the forces are in opposite direction (weight in downward, force by rope in upward) therefore, they will nullify (cancel) each other and resultant (net) force on ball will be zero and ball will remain stationary. Zero force means zero acceleration which in turn means zero increase in velocity which means, a stationary body will remain stationary (or a body moving with constant velocity will continue to do so).

Similarly, if you keep the ball on table, same upward force which is opposite to weight is provided by the table which is known as normal force which keeps the ball stationary.
