due to inertia of rest.
because when the bus is stopped. there is nothing any motion on the bus but suddenly bus start and start to move but we human are still in rest so it gives us a force towards back and set us in motion with bus.

When passenger is sitting or standing in a stationary bus both the bus and the passenger are at rest.
When the bus starts suddenly the lower part of the passengers's body starts moving forward with the bus.
But the upper part of the body tends to remain in the state of rest due to inertia of rest.
As a result, the passengers tends to fall backwards.
