the passengers in the bus possess inertia of rest while the bus is stationary. as soon as the bus starts it posesses inertia of motion while the lower part of our body also experiences. hence the lower body moves with the bus while the upper body is still in rest.thats why passengers fall backwards.

When passenger is sitting or standing in a stationary bus both the bus and the passenger are at rest.

When the bus starts suddenly the lower part of the passengers's body starts moving forward with the bus.

But the upper part of the body tends to remain in the state of rest due to inertia of rest.

As a result, the passengers tends to fall backwards.
