It varies a lot. Some people ignore rules when the rules seem to be really foolish. Some people engage in petty violation of rules to let off steam. Some people don’t care.

Bad rules tend to bring good rules into disrepute. It is important for anyone creating rules to make sure that the rules are sensible and understandable. If most people do not respond to a rule with “that’s a good idea” when it’s explained to them, it may make more sense to question the rule-makers than the rule-breakers.
