also people do not put those plastics into dustbins bcoz of their laziness

In India the most common reason why people dump plastic wrappers and other wastes in public places are because waste bins and other waste disposal systems are not available. Even if there are waste bins to dispose plastics some people don't care enough to conserve the environment.
