Answer:
It depends on which people you’re speaking of.
It’s no secret that Saudi Arabia’s legal framework is based on an extremely strict interpetation of Sharia Law known as Wahhabism. Saudi women are required to wear what is called an abaya, or a lose robe-like garment that covers the entire body. They are also required to cover their hair, but their clothing doesn’t have to cover their eyes, face, hands, or feet. This is enforceable in public.
For men, the rules are much more lax but they are still expected to dress modestly in accordance with their standards.
Saudi Arabia is a truly oppressive patriarchal society. Thankfully we don’t have to abide by these same standards in the West. The new crown prince over there seems promising, but we shall see.
Reform is different from change, and so far he has only called for reform. Let’s see how far he’ll actually take it.
He has signaled that women shouldn’t have to wear the abaya, but there has yet to be an official decree. There’s been some changes that have taken place, such as allowing women to attend mixed sporting events and even to drive! But women are still wearing the abaya until their is official guidance that says they do not have to.
