Why do people in towns and cities face more water shortage that those in village?

in villages enough space is there for digging well which is not possible in village and towm

Since the road of towns and cities are cemented so due to rain the water level of ground not increase or water don't seep into the ground of city area whereas in the village the road is of soil which allows the water to seep easily and due to which ground water gets recharged.
