Why do people not have the time to stare as long as sheep and cows?​

The poet says so because he feels that humans get so indulged in their fast and busy lives that they forget to enjoy life's simple pleasures. They don't have the leisure time to stand and stare at the marvellous gifts of nature like sheeps and cows who stand long hours just staring at their surroundings.
