Yes, the reason is related to climate.
Because of hot weather and scarcity of water, we do not have green vegetables in sufficient quantity. So, historically many of the curries are dry in nature. e.g. Gatte ki Sabji.
Now to chew and swallow the dry curry with roti, one need more saliva. Here come spices with the rescue. Spices work well by stimulating the salivary glands and taste buds. With more spices in the curry extra saliva gets generated and food easily gets swallowed.
Over the period, this has become a habit as well, so even in green vegetable-based curries, spices will be on higher side.
