In the democracy, people can choose their representatives after a regular interval of time.

If people dont like their representatives or the decisions of their representatives, then this is in the democracy that the ruler has to change their decision or the ruler will be changed.

But in a non-democratic country people, can't choose their representatives by themselves.
For example- China.
