Plants prepare food by taking carbon dioxide from air and water from soil, in presence of sunlight. Carbon dioxide is available from air and is absorbed through leaves.
The roots absorb the water from soil. The soil water is usually replenished from the rain water. But in case of pavement construction around the plant, the soil gets deprived of the rain water, which basically remains dry throughout the year.
So, in spite of adequate rain, plant remains deprived of adequate water. This is why, in the long run, the plant dries up and die.
