The protons and neutrons does'nt revolve inside the Nucleus because:
1. Of their Heavier Masses.
2. When both the Protons and the Electrons come to the same point( where electron is outside and the Proton is Inside the Nucleus), it may be  the destruction for the Atom.

Now let me explain with an example.
We know that all planets in our solar system revolve around the sun.But sun doesn't revolve around planets. Why?
Because both planet and sun exert equal and opposite force on each other but the mass of sun is greater than other planets. So sun doesn't revolve around planets.

Same in case of protons and neutrons.
Proton+neutron masses is more than the mass of the electron.
So only electron revolves around but not protons and neutrons.
