The sea water looks blue because long wavelength lights are absorbed by the water than the short wavelength light i.e the blue light. So, when the sunlight falls on sea water most of the blue light is reflected. And that's why it appears to be blue in color.

When sunlight hits the surface of water , some of the light gets reflected back, whereas, most of the longer wavelengths such as red, orange and yellow penetrate sea water and get absorbed by the water molecules. So only the shorter wavelengths of light which contain violet and blue colors are reflected back to reach our eyes. Hence water appears blue.
