Practically everything needs water or moisture to develop and grow.

Water is life, particularly for seeds. Water activates the germination cycle of the seed by bringing about the seed coat/structure to swell which hydrates the cell of the seed. Once hydrated, the frame is softened and will then enable the cell to grow and after that leap forward the defensive external layer of the seed. This then is the start of the growing procedure.
As seeds take in water, the seed coat swells and grows, allowing both their catalysts and food sources to end up noticeably hydrated. This enables the seed to create vitality for development.
