As seeds take in water, the seed coat
swells and expands, permitting both their enzymes and food sources to
become hydrated. This allows the seed to produce energy for growth. And also to wash away abscissic acid: Abscissic acid
is a plant hormone that is responsible for seed dormancy. Excess water
helps to wash away this abscissic acid.

As we know that water is essential for the germination and preparing photosynthesis the seed needs water to germinate in soil whenever the soil is wet than the seed swells by taking water and increase in size and starts germinating hence,water is needed for germination of seed on soil
