Because the wet soil provides it with the required amount of water and water dissolved minerals which is very necessary for the growth of the seed into a big healthy tree.

Wet soil contain water which is very essential for seed to germinate because water contains hydrogen and oxygen molecules which gives Sufficient energy to the seed to develop.
Another example for explanation...
When you are in mothers womb for nine months you need energy in the form of food which is transmitted to you by umbical cord same like this seed also need water for energy and germination.
