why do soap do not form lather in hard water

this is because hard water contains very much hhard impurities

Because it first reacts with the calcium ions and magnesium ions present in hard water to form insoluble precipitate of calcium and magnesium salts of fatty acids . Soft water does not contain calcium ions and magnesium ions so lather is formed easily in soft water...
