Density is amount of matter per unit space. Between one litre of water vapour and one litre of liquid water, the amount of water molecule (matter here) per unit volume is more in liquid water and less in steam. Thus density of liquid water is more than water vapour.
When a gas condenses to liquid and further condenses to solid, the amount of matter per unit space increases, thus solids have highest density among all the three States of matter
