The answer to the above given question has been framed in the form of flood and drought occurring same time at some parts of India.  This happens because of the non uniform pattern of monsoon that India experiences. This non uniformity in the monsoon pattern is caused due to the temperature  and moisture variation at different states.

India gets rain from the southwest monsoon wind, which gets divided into two parts, one forms a low pressure zone over Arabian  sea in West and another over Bay of Bengal in East. This wind carries moisture and heavy downpour is noted at some place. But the areas having very dry  climatic condition experiences a drought like situation , mainly in deserts.
