why do some people have conflicting notions of country development ​

because the thing which is development for one person, may not be development for other one

This is because all the people have different aspirations and goals in their life.They can say that they are developed if their goals are completed.

For eg.-An unemployed worker has goal to get a well secured job,if he get it,it can be said that he is developed,thus for him the notion of development is a job.

But it is different for a girl living in a rural area,I think she wants proper education,respect in the family and rights equal to her brother.

Thus it is proved by the two examples that the notions & meaning of development varies from person to person.Each individual has his own point of view for it.
