it is due to refraction.

stars are very far from earth and their light come on earth after completing a long journey it passes through many spheres of the earth and in every layer it changs its path so bcoz of passing through this path and that path they seem us twinkling but they don't twinkle at all .

on the other hand planets are closer than stars to earth so they don't seem twinkling .
