Very good and interesting question....

When the atmosphere starts to rotate that is when it starts to churn the light produced by the moon will be refracted on the stars which makes the star to twinkle....

Answer:

The twinkling of a star is due to the atmospheric refraction of star's light. The continuously changing atmosphere refracts the light from the stars by different amounts from one moment to the next. The star light reaching out eyes increases and decreases continuously due to atmospheric refraction. And the star appears to twinkle at night.
