Stars seem to twinkle because we view them through a thick layer of moving air in the Earth's atmosphere.

As light from the stars travels through many layers of earths atmosphere. It is refracted many times in random directions.

This Random Refraction results in the star twinkling out which our eyes interpret as  Twinkling .
