why do stars twinkle but not reflect?

Stars dont twinkle , It appears to be twinkling due to the atmospheric refraction of light . Due to the different layers of atmospher light refracted so that stars apears to be twinkling.

Stars twinkle because their light is constantly refracted in Earth's atmosphere. It is the reason why we sometimes see them twinkle and sometimes not. They cannot reflect because, as we already know, Earth's atmosphere is made up of gases and dust particles and all which refract the light into unusual paths instead of a straight one.
