Why do sub-cutaneous blood vessels bluge on the side away from the heart when the hand is tied?

The blood rate increases near the hands...

The blood still flows from the heart and the increased rate of blood flow also increases the pressure but it stops at the point where the hands are tied; hence the blood vessels bulge..
