In the subtropical regions the global atmospheric circulation system causes the air to generally descend, so therefore it does not rise.
Some deserts are found on the western edges of continents. They are caused by cold ocean currvents, which run along the coast.
Most moisture falls as rain before it reaches the land, eg the Namib Desert in Africa.
