because of the painting the sue's life got save by seeing the leaf is still there by this the sue think that if a leaf can survive in this situation than I can also survive.

In my opinion, yes. Art is made for experiencing emotions like joy, sadness, elation, etc. a true artist evokes these emotions in us through his works. However, a great artist goes beyond emotions and gets hold of your subconscious and never lets it go.
A person who has lost the hope, has lost everything. To reaffirm her faith would have taken every ounce of artistic talent. In the Last Leaf, Behrman reaches into subconscious of Johnsy and reaffirms her will to live and that to me is a masterpiece.
But what makes the story unique to me is that there are so much you can take away from it like the complex nature of a person, the illusion of reality and irony of life.
